Every company in this phase attempted the same missing layer with the materials its decade offered. Evolve raised tens of millions on Organic Technology and Business DNA and went public among the last three software IPOs of the bubble. Consilient — renamed to reach Wilson — had BP's sponsorship from the chief executive down and a $135 million term sheet, and I watched the same company quoted at $15 million twelve months later with no new information about it. After September 11th the guarantees I had given were called, and I honored them: tens of millions to nothing, and the reason the Pool's commitment now lives in the protocol rather than on a founder's balance sheet.
Resilient was a decade inside the intelligence community's version of the identical problem — the one place where sharing and secrecy are both non-negotiable. WebShield carried the work to the 2016 priority filing; EP3 is the charitable channel; Quantum Privacy LLC holds the nine filings and their 2,091 claims. The through-line is the record's largest claim about itself: every institutional failure I witnessed became a structural answer in the architecture.
