Obligations dissolve the moment a resource is recombined. A commitment attached to a dataset does not survive joining, transformation, or training; a few generations of reuse and the governing conditions are unrecoverable. Every compliance regime on earth manages this by restricting reuse — which is to say, by destroying the value it exists to protect.
Quantum Evolution imports the machinery of heredity. Every resource carries a Quantum Genome — the complete framework of governance content it can pass on — and everything derived from it inherits, the way a cell inherits. Variation, inheritance, selection, adaptation: obligations propagate through unlimited recombination, and what gets reused most is what survives, so governance improves by natural selection rather than by decree.
