Fifteen premiums in three categories, defined from the corpus — and the genome machinery that embeds, inherits, and amplifies them

The Premiums are the dimensions along which the Unified Trust Model's metric is specified — the principles governing trust, growth, and self-correction, embedded as Quantum DNA in every resource and inherited by everything derived. The corpus enumerates fifteen, in the three categories the Manifesto names (S-128): five Launch Premiums (Strategic, Timing, Value, Cascade, Publicity), eight Governance Premiums (Ethics, Reputation, Safety, Freedom, Sharing, Humanity, Nature, Innovation), and two Adaptive Premiums (Proportionality, Balance). The earlier reconciliation question is closed at documented grade: the Quantum Privacy Network explainer's 'eight plus two' names the post-launch set, and the Catalyst Launch Plan & Rewards Framework (June 2026, §4.1–4.4) supplies the full fifteen with their definitions, from which every entry below is drawn.
A precise definition, from the gauge-theoretic statement of the architecture (S-149; The Same Space, Now with Machines): the Premiums are the gauge invariants of governance — the content that comes out identical in every participant's frame, whether the frame is a faith's vocabulary, a science's observables, or an AI model's latent coordinates. Everything else — doctrine, observables, model internals — is the gauge freedom. The governance map is a projection onto the subspace the Premiums span: lossy and irreversible by design, with its kernel realized as the Privacy Domains, where all variation persists. This is the exact form of 'no tradition is asked to agree with any other, and none is asked to change': agreement is required on the invariants only.
Launch Premiums govern the allocation of Consilient Contribution rewards by who did what, when, and how visibly to get the ecosystem off the ground. Strategic — securing an Anchor entity's public, contractual commitment is the single most valuable early event: it validates the model, compresses risk perception for everyone after, triggers defensive adoption, and opens low-friction paths across the Anchor's whole ecosystem; contributions causally linked to it earn rewards reflecting that non-replicable leverage. Timing — earlier contributions are worth more not because they came first but because they are scarcer, harder, and more pivotal: the first Anchor is harder than the fifth, the first pilot harder than the tenth, and the reward framework reflects that scarcity gradient. Value — leadership and Accelerator AI agents designate high-priority targets whose participation would disproportionately accelerate formation, settlement density, or reuse; activating them earns enhanced rewards, and as the Quantum Rating Scheme matures the designations shift from leadership judgment to evidence-based valuation, with Deferred Activation letting verified outcomes be reflected over time. Cascade — contributions that trigger downstream activation are rewarded for the verified chain they produce, traced back through the contribution graph to whoever initiated or amplified it. Publicity — contributions made publicly, promoted openly, or conducted through collaborative structures earn more than the same contribution made quietly, because visibility is itself network formation.
Governance Premiums are the durable principles. Ethics — truthfulness, fairness, and responsibility, operationalized through the Reciprocal Fairness Doctrine, Proof-of-Trust verification, and inherited Trust Criteria; misrepresentation is measured and penalized in matching and reputation. Reputation — Quantum Reputation is multidimensional (ethics, performance, compliance, interoperability, privacy protection, trust, safety, innovation, domain expertise) and contextual: the same participant expresses different standing in different domains, and standing earned is portable across them. Safety — the full spectrum of harm prevention: AI safety and alignment, human physical and psychological safety, cybersecurity, privacy, ecological integrity, and financial risk. Freedom — resources and networks governed by criteria aligned with the foundational freedoms: speech, association, commerce, choice, conscience. Sharing — criteria that broadly and openly share value across the network: interoperable access, equitable terms, cross-network reuse permissions. Humanity — resources and derivatives that measurably advance human welfare: education, workforce development, public health, clinical research, poverty reduction, food security, housing stability, digital inclusion. Nature — criteria that protect, restore, or sustainably steward natural systems — biodiversity, climate stability, clean water and air, soil health — so ecological cost enters matching and settlement directly rather than as an externality regulated afterward. Innovation — the corrective to a known failure: markets, optimization systems, and institutions over-optimize for short-term returns, overweight proven models, and amplify existing topologies; the Innovation Premium rewards the novel, the under-connected, and the not-yet-proven so that selection does not calcify.
Adaptive Premiums govern the dynamic regulation and self-correction of the network as it grows — distinct from Launch (bootstrapping incentives) and Governance (durable principles). Proportionality — complex networks and AI-driven optimization are prone to non-linear feedback that over-amplifies early signals, concentrating rewards, routing priority, and influence beyond actual contribution; the Proportionality Premium keeps allocations proportional to the incremental verified value of a contribution — its causal impact on activation, settlement, reuse, or risk reduction — rather than to position or timing alone. Balance — monitors the growth and performance of the whole ecosystem and its Exchange Networks, Resource Pools, and Accelerators, identifying where embedded governance DNA, dominant positions, or concentrated flows create systemic imbalance or exploitation that threatens sustainability, resilience, equity, or long-run health — and corrects by adjusting incentives and routing rather than by imposing static quotas or centralized control.
How they are implemented: Genes, DNA, and Genomes (§4.4). The Premiums are not principles applied after the fact; they are structurally embedded through the UTM's governance machinery and amplified by inheritance, matching, and evolutionary selection at every stage of creation, transformation, and reuse. The vocabulary is molecular biology used as structural analogy, not loose metaphor. A Quantum Gene is the smallest heritable unit of governance — a specific Trust Criterion, credential, policy, commercial term, privacy requirement, jurisdictional constraint, attribution rule, or safety guardrail — individually active or dormant by context, encoding one governance behavior: who can access a resource, on what terms, with what provenance obligations, under what constraints, with what attribution. Quantum DNA is the governance content actually expressed in a given cell, network, resource, or pool at a given moment — the phenotype, the observable behavior. A Quantum Genome is the complete ontological framework of a Trust Authority's taxonomies — the genotype, everything the entity could express — of which the DNA is the currently expressed subset, with context determining which genes are active. The Premiums are the dimensions every Genome must specify; each Trust Authority's taxonomy sets its local values along them (the gauge freedom of the projection statement above); embedding in the first Accelerator tiers plus cryptographic Trust Block inheritance carries them to everything descending; invocation resolves the superposition to the expressed rule set; the Proof of Trust Accelerator's Quantum Metrics measure alignment against outcomes, so misalignment has a half-life rather than a foothold; the Governance Reserve subsidizes premium-aligned activity and the market amplifies it; and the Accreditation Accelerator, permanent and structurally separate, verifies correct embedding so only aligned DNA propagates and unfavourable mutation is caught at the gate.
This is the machinery beneath the Manifesto's Trust Anchor, the ancestor argument's inheritance claim, and the containment fail-safe.
