Who this is

The lead McKinsey partner for public sector work in Washington, and later head of the public sector practice for North America and then globally.

Jonathan Hare knew him first through the Washington years, and was reconnected to him in 2013 entirely by coincidence — through Richard Spires, then working for Hare as a consultant.

Thomas Dohrmann of McKinsey's Public Sector Practice appears twice in the record, and the two appearances are unconnected — which Hare flags deliberately, because coincidence honestly labeled is worth more than pattern falsely implied. First: December 10th, 2008, in the Obama transition session Reed Hundt organized with Gary Gensler and a handful of others, on privacy-preserving internet infrastructure as the regulatory infrastructure for the 21st century — the meeting the record's Goldman-margins page descends from. They met again in 2013–14 around Hare's White House cybersecurity briefings. Second, and separately: it was Dohrmann who introduced Hare to James Kaplan in 2013, which produced the CISO summit and the Aetna decade. The 2024 thread published as S-074 restates both, in Hare's contemporaneous words to Dohrmann himself.

Why coincidental reconnection keeps happening here

This is the third or fourth instance in this record of a relationship from one decade re-entering through an unrelated door in a later one — Larry Tesler and the commune, Michael Spence and Oak Hill, Wolfson and Scholes appearing at Cornerstone and then at Consilient thirteen years on.

The pattern is not luck. It is what a graph looks like from the inside when the same person keeps working on the same problem: the set of people who care about coordination across institutional boundaries is small, and everybody in it eventually meets everybody else. Which is also the argument for recording it — the edges are already there, and this record only makes them visible.
