Named in the Launch Plan's Value Premium and the Participation model's governance-infrastructure sections: the Quantum Rating Scheme is the shared methodology for trustworthy, objective value metrics, anchored in the Trust Taxonomies embedded across Exchange Networks and Resource Pools. Its two roles in the corpus: first, it is what lets the Value Premium mature — as the scheme develops, Value designations shift from leadership-designated priorities to evidence-based, algorithmically derived valuations, with Deferred Activation allowing retrospective value measurements to be reflected in contribution rewards as outcomes are verified over time; second, its consistency across all shared Accelerators is what makes reuse portable — resources accredited in one Accelerator can be reused in any other without re-accreditation, which is why the Governance Reserve funds shared infrastructure rather than fragmented, Accelerator-specific frameworks. Together with Proof of Trust accreditation and the Trust Taxonomies, it is the measurement layer beneath the Premiums.
