The Participation, Valuation, Rewards & Financing Model (§4.4–4.7) lays out Accelerator formation in four tiers. Tier 1 — the initial ten EP3 shared Accelerators: enough breadth to motivate early contributors across major sectors while concentrating resources for cascade activation, each with its own Incentive & Investment Pool. Tier 2 (months 6–24) — cascade expansion: as the cascade triggers, demand for new Accelerators materializes rapidly, both new shared EP3 Accelerators and private ones formed by enterprises, sovereign entities, and institutions. Tier 3 (months 18–48) — settlement scale: the massive broadening of the network as automated settlement creates visible economics, the target population expanding to the full global landscape of potential adopters. Tier 4 (month 36+) — universal growth: continuous Accelerator formation for underserved markets, communities, and geographies, where settlement economics alone attract participation without Pioneer premium subsidies. The tiers are the timeline of the Launch Premiums' scarcity gradient: what is pivotal in Tier 1 is routine by Tier 4, which is the point.
