Who this is

Scott Blackburn — McKinsey Center for Government, formerly Chief Information Officer of the Department of Veterans Affairs — jointly led the Leidos strategy study with Bob Sternfels, which is the junction that put both names in the 2024 thread. The federal map (S-076) lists the relationship owners: Kat Mahan, Lance Matthiesen, Marc Singer, David Shulkin. Scaffolding; the thread's activation is the ask.

S-083 adds the dictation's framing — a senior VA stint during the first Trump administration ('VA CIO or something like that,' hedged in the source and carried with the hedge) — and confirms Kat Mahan as the one who pulled him into the mapped introduction alongside Sternfels.
