Michael Hodgkins — formerly of NaviNet, hired as the AMA's CMIO by Robert Musacchio — signed WebShield's first paying contract in 2014: a $20,000 strategy study mapping how the AMA could operate as a supreme Trust Authority for a national health information exchange. First contracts are load-bearing in any founding story; the record marks whose signature is on this one.
S-101 adds the provenance and the arc: Jonathan Hare had known Hodgkins earlier through Tom Morrison, co-founder of NaviNet; the AMA's support ran continuously through Hodgkins' retirement around 2019; and the 2014 study's compliance targeting specifically included ACA IRS Section 6055 reporting — which settles the record's flagged question of where the §6055 thread lives: in the WebShield-AMA era, as the corpus had it.
