In-Q-Tel was the venture innovations unit created for the CIA — later drawing financing from NSA, DIA and other units under the Director of National Intelligence — and Jonathan Hare's relationship with it ran through his friend Gilman Louie, who sponsored him to meet the technology due-diligence staff in Rosslyn, Virginia, many times. In this record it is one of the channels through which the defense-intelligence ecosystem's assessments of the competitive landscape reached Hare, and a forerunner of the Resilient-era intelligence work.
