Gilman Louie ran In-Q-Tel — the CIA's venture innovation unit, later financed as well by NSA, DIA and other elements of the DNI — and was Jonathan Hare's friend at the exact seam this record keeps returning to: where venture capital, technology diligence and the intelligence community meet. Louie sponsored Hare to meet In-Q-Tel's technology due-diligence people in Rosslyn, Virginia, and Hare was there many times. It was through this network, among others, that the assessments of FireDrop reached him.
