The Universal Resource Network is the fourth of the mature CIN's foundational structures (S-101): the global pool in which data, models, and infrastructure are discovered and reused without being surrendered — the architecture's answer to the extraction economy, where contribution to the commons has always meant loss of control. On this network the resource stays behind its owner's compliance perimeter and the network settles value for its use; the substrate expands rather than depletes upon reuse.
