What this is

The Highlands Forum was a regular invitation-only meeting run by Dick O'Neill and funded by Linton Wells and the Department of Defense, mixing technologists and complex-adaptive-systems people with the defense and intelligence communities. For Jonathan Hare it was one of the rooms where the Santa Fe thread and the national-security thread were visibly the same thread — the record notes it alongside RAND, MITRE, Carahsoft and the federal practices of the major integrators as the DC ecosystem he worked through the Consilient years.
