What this is

Packet switching was developed to solve a survivable-communications problem: keeping command able to reach missile silos after a first strike. By family account, Jonathan Hare's grandfather Bill Whitson was Deputy Chief Scientist at the Pentagon during the period and oversaw the Titan II program.

Joy wrote the implementation that the problem eventually produced. Hare's grandfather, on this account, was over the project that necessitated it. They talked about it on the first call. Most people do not know why the protocols exist. Bill knew.
