For the record it stands as period evidence for the thesis: the world's most powerful enterprise leaders were searching for exactly the independent, neutral trust architecture the QPN would formalize — they simply lacked the coordination substrate to make it stick. It sits inside the Intel Digital Health era of Grove's final crusades and Jonathan Hare's strongest ties into the group (S-101).
