The Consilient Governance Reserve — formerly the EP3 Governance Reserve, integrated rather than replaced — is the subsidy pool that preferentially rewards network activity aligned with the foundational Governance Premiums (S-101). Where conventional systems police bad behavior after the fact, the Reserve prices good behavior into the economics up front: alignment earns subsidy, and the premium structure does the governing.
