A named witness who is living and reachable, plus contemporaneous email correspondence that Hare still circulates, is a materially different footing from unsupported recollection. The relevant pages are graded accordingly, with the qualification that the specific quotation remains Hare's memory while the meeting, the convener, the attendees and the subject are checkable.
Terry Milholland was Chief Technology Officer of the IRS — the more precise title than ‘ran technology’ — and previously a senior technology executive at Boeing and EDS.
The 2013 sponsorship connects directly to a claim already in the corpus: the IRS §6055 production deployment of 2014–16 with Aetna, Experian Health and LexisNexis, cited as the architecture's production proof of concept. Naming the sponsor makes that claim checkable rather than merely asserted.
